Can a gas safety certificate be issued if the boiler needs repairs?

Yes, a gas safety certificate can be issued if the boiler needs repairs that do not affect its safe operation. If we find a safety defect, we record it and explain what must be repaired or isolated before the boiler can be considered safe.

A repair does not automatically prevent certification. The deciding point is whether the boiler is safe to use when we complete the inspection, not whether every fault has been removed.

A minor issue may be recorded as an advisory item while the gas safety record is completed. A defect that affects combustion, gas tightness, flueing, ventilation or safe operation must be dealt with before the boiler can be recorded as safe for use.

What happens depends on the type of repair needed:

  • Advisory repair: The boiler remains safe, but we identify work that should be planned. We record the advice so the landlord has a clear maintenance trail.
  • Safety-related repair: We explain the defect and what must happen before the appliance can be used. Depending on the risk, we may make the boiler safe by isolating it or disconnecting it.
  • Immediate danger or serious risk: The appliance must not be operated. We explain the reason, record the action taken and discuss the repair needed.

A gas safety record is not a general statement that a boiler is in good condition. It records the safety checks completed on the gas appliances and flues covered by the inspection. A boiler can therefore need servicing, replacement parts or other maintenance without failing the safety inspection, provided those issues do not make it unsafe to operate.

If the boiler cannot be considered safe, we cannot issue a satisfactory gas safety certificate for it at that stage. We can explain the failed item, identify any affected appliance and set out the work required. Once the repair is complete, we can carry out the relevant safety checks again and complete the record if the results are satisfactory.

For a rented property, the landlord must not treat the inspection as complete simply because a defect has been written down. The boiler must remain out of use if it presents a safety risk, and the landlord must arrange the necessary remedial work. Tenants should not relight or use an appliance that an engineer has isolated or labelled unsafe.

The existing gas safety record does not make an unsafe boiler acceptable until its expiry date. If a new fault is found, the landlord still needs to act on that fault. Keeping the previous record with the property does not replace the need to make the appliance safe.

Where a repair is needed, we explain whether the boiler can remain in service, needs to be isolated or requires a return visit. If further work is required, we provide the repair details and a written quotation before that work starts, so the landlord knows what is being recommended and why.

Gas work on the boiler must be carried out by a Gas Safe registered engineer. After the repair, the engineer needs to repeat the appropriate checks rather than relying on the original inspection results. That gives the landlord an updated record showing the appliance’s condition after the remedial work.

If the boiler is old or repeatedly develops safety-related faults, repair may not be the most practical long-term choice. We can explain the condition of the system and the implications of replacement, but the gas safety decision still comes first: the appliance must be safe to use before it can be included as satisfactory on the record.

A boiler can have a heating fault without having a gas-safety fault. For example, a problem with circulation or controls may need attention while checks of combustion, gas tightness, ventilation and flueing remain satisfactory. We separate the repair recommendation from the safety result, so you can see exactly what affects safe operation.

If the record is completed with a repair still outstanding, keep the engineer’s explanation with the gas safety paperwork. That shows which work was advised and why the appliance was still considered safe at the inspection. If the defect later affects safe operation, arrange a further assessment rather than relying on the earlier record.
