What standards apply to fleet EV charging installations?
Fleet EV charging installations must meet BS 7671 electrical safety requirements, the IET Code of Practice for Electric Vehicle Charging Equipment Installation, and workplace duties under the Electricity at Work Regulations. We design, install and test the system against these requirements, with records and operating information for the people responsible for the site.
Fleet EV charging installations are governed by several layers of standards, not one single rule. The exact requirements depend on whether the chargers are at a private depot, a staff workplace, a customer-accessible site or a public car park. Vehicle movements, charger power, electrical capacity, access arrangements and the way drivers authenticate all affect the design.
The charging equipment must be suitable for EV use. The relevant product standards cover the charging system, communication between the vehicle and charge point, connector types and protection against environmental conditions. We check that the selected equipment is suitable for the vehicles, outdoor exposure, operating pattern and expected number of daily charging sessions. Manufacturer installation instructions form part of the technical requirements rather than being optional guidance.
The site must also be safe for the people using and maintaining it. Under the Electricity at Work Regulations, the duty holder must keep the electrical system safe and properly maintained. That means the fleet operator needs arrangements for inspection, fault reporting, isolation and competent maintenance after installation. We can explain which parts need routine attention and what information should be retained by the person responsible for the premises.
Your drivers may reverse large vans or trucks close to the charging equipment, so the installation needs more than a suitable electrical rating. We consider impact protection, bay layout, cable reach, trip risks, lighting, drainage and the route pedestrians take between vehicles and buildings. Bollards, wheel stops, cable management and clear markings may be needed where vehicle movements could damage a charge point or create a hazard.
Workplace safety duties apply even when the chargers are for your own vehicles. A fleet operator should carry out a site risk assessment covering vehicle movements, unauthorised access, damaged cables, isolation during maintenance, weather exposure and what happens if a vehicle or charger develops a fault. Staff should know how to stop charging safely and who to contact. The installation should support those arrangements with visible isolation points and clear operating instructions.
Building regulations may apply to the project as well. This is more likely when charging equipment forms part of a new building, an extension or a major renovation. The requirements can cover the provision of charge points, electrical capacity and cable routes. A private retrofit depot is not assessed in exactly the same way as a new commercial development, so we establish the project scope before assuming that a particular building requirement applies.
The local electricity network operator may need to approve the connection. Several high-powered chargers can exceed the capacity available at the site, even when the existing building appears well supplied. A new or upgraded connection may require an application and agreed limits. We allow for the network operator’s requirements when assessing the supply, rather than treating the charge points as a simple addition to the existing distribution board.
Load management can help keep demand within the site’s agreed capacity. The control system may share available power between vehicles, give priority to urgent departures or reduce charging when other building loads rise. Any control strategy needs to match the fleet’s timetable. A system that protects the supply but leaves vehicles without enough charge for their next route has not met the operational requirement.
Smart charging rules can apply to equipment within their scope. We check the type of charge point and its intended use before deciding which requirements are relevant. Where connected charging is used, the operator should also consider network security, user permissions, software updates and what happens if the communications service fails. The vehicles should still be managed safely if the back-office platform is unavailable.
Private fleet charging is different from public charging. A depot used only by authorised staff does not have the same customer-facing obligations as a public charge point. If members of the public, customers or other users can access the chargers, additional requirements may apply to payment, pricing information, contact arrangements and the information displayed at the bay. We establish who can use the equipment before designing the access and payment arrangements.
Accessibility should be considered where employees, visitors or customers use the bays. The layout may need to allow suitable transfer space, clear pedestrian routes, understandable controls and charging cables that do not obstruct the route. Accessibility guidance is particularly relevant when a site is open to the public, but inclusive design can also make a workplace easier and safer for staff to use.
Fire and emergency arrangements need to cover the whole site. The responsible person should consider charger locations, vehicle spacing, access for emergency services, isolation procedures and how a damaged vehicle is managed. Chargers should not block fire routes or be installed where a foreseeable impact would make an emergency more difficult. The site fire risk assessment should be updated when the fleet charging arrangement changes.
If the work involves construction activity, the Construction Design and Management Regulations may also apply. The client, designers and contractors then have duties relating to planning, cooperation, competence and the management of construction risks. This matters when installing new underground supplies, trenching across a yard, altering a main switchboard or working around an operating depot.
A compliant installation needs a clear handover, not just working chargers. The fleet operator should receive information showing the equipment installed, circuit arrangements, settings, isolation points, operating limits and maintenance requirements. We also identify any restrictions that affect future expansion, such as the available capacity or the number of chargers the connection can support.
Your responsibilities continue after the installation is complete. Cables, plugs, sockets, bollards, signs and enclosures need checking for damage, while software access and load-management settings need reviewing when the fleet changes. Keep records of inspections, faults, repairs and alterations so the person responsible can demonstrate that the system remains controlled and safe.
We begin with the fleet’s routes, parking pattern and departure times, then map those against the site’s electrical and physical constraints. That approach shows which standards apply and prevents a technically compliant installation from being impractical for daily fleet use.

An EV charger needs more than a suitable cable and a spare way in the board. The protective measures must suit the charging equipment and the site’s earthing arrangement.
If the depot has a PME supply, we check whether additional protection is needed before selecting the charging circuit design. We also assess the RCD arrangement, fault protection and isolation points. That prevents a standard intended for ordinary socket outlets being applied where it does not provide suitable protection for fleet charging.
